I bought my two Fz1s from craigslist but always in two steps, once to see the bike check it and its owner, if I am comfortable I would leave a $100 deposit and arrange to do the transaction in my bank or better yet at the AAA office, I would never carry the whole amount in cash the first time, I also make sure to see the owner's ID and the correct name on the registration and title, I bought both my bikes that way and everything went very well.
I would let the owner ride his / her bike & I follow on my bike to check how it sounds, how it shifts & if the owner's riding is abusive to the bike.

one time I went to see a bike, it had a big dent in the tank, the guy told me its easy just put your hand in the tank and push it back out ))

You can get a plate for a golf cart or even a lawn tractor in SC. Doesn't mean you can transfer it to another state. Sometimes people manage to get away with it on a bike but I wouldn't bank on it.

This might b a fun project, at half the asking price. But it may fit the definition of “basket case”.
